Suite A S E P <br /> 9-Sacramento, CA 95827-3098 194 <br /> ENVIRONMENTAL HFAI< H <br /> Dear Mr. Kaing: PERMIT/SERVICES <br /> On September 19, 1994 at 0730 hrs a release of an unknown amount of process water to the Mokelunme <br /> River from Tri Valley Growers(TVG),Plant T,was discovered. The process water entered theN <br /> Mokelumne River by way of break in a levy on a TVG discharge field which than entered a . <br /> stormwater/irrigation tail water ditch and pump station. TVG believes the release to have begun sometime -- <br /> in the late evening or early morning of September 18/19. The release was contained and the leak stopped <br /> by 0830 hrs the same day. By 1100 hrs the process water that remained in the ditch had been pumped back <br /> to TVG discharge fields and the obstruction in the ditch to prevent water flow had been removed. Visual <br /> inspection of the river at 1045 hrs. at the point of discharge and down stream showed no deleterious effects <br /> from the addition of the process water. No fish kills, odor,or discoloration of the river were observed. <br /> Water samples were taken of the river at the point of discharge as well as,process water samples from <br /> TVG discharge fields. The samples were taken to J&L Analytical in Modesto for testing. Total Dissolved <br /> Solids,Total Suspended Solids, BOD, COD, Electrical Conductivity, and pH were requester/of each of the <br /> samples. A 96 hour flathead minnow bioassay was requesters of the river sample. I will share the results of <br /> these tests with your office as soon as they are returned. <br /> At 1015 hrs on September 19, 19941 notified your office of the event by way of voice mail and we spoke <br /> later the same day. Doug Wilson of San Joaquin County Department of Health Services, Bev Vicory of <br /> the California Department of Fish and Game and the San Joaquin County Office of Emergency Services <br /> were also notified of the incident as a courtesy. <br /> Tri Valley has stepped up its surveillance and maintenance of the levies in its discharge fields to prevent <br /> this from occurring in the future. <br /> TVG does not believe that this release has caused any harm to the Mokelumne River due the relatively <br /> small amount of process water that was added to the River in proportion to the high volume of watei.that <br /> the river maintains. <br /> If TVG can provide additional information or answer any questions please call me at (209) 5725514. <br /> Sincerely, <br /> Christopher J.
