In the plant manager's office,William Snavely and I reviewed the Material Safety Data Sheets and the <br /> facility contingency plan(emergency procedures). Next,Mr. Lewis arranged for John Welch to escort <br /> Mr. Snavely and 1 around the plant. The tour included the machine shop, the main shop, the cook <br /> room, the process building, the lift truck shop, and the warehouse parts. There were five (S) Safety <br /> Kleen recycler stations noted, each with a 30 gallon drum container. <br /> After touring the shop buildings,Mr. Welch showed us two 400 gallon above ground tanks of bunker <br /> and waste oil. These two tanks were in a four foot high bermed area with a proper label identifying <br /> the stored hazardous materials. The bermed area was sloped to a corner and was provided with an <br /> isolation valve. <br /> IX. DISCUSSION WITH MANAGEMENT: <br /> Mr. Welch accompanied us back to the plant office. In front of the plant office, a cement gutter was <br /> being used to carry waste water from the plant to a waste water pond located on the facility. The <br /> waste water is used on fields for irrigation. I asked Mr. Welch if TVG-T had a waste water discharge <br /> permit from the Central Valley Regional Water Quality Control Board (CVRWQCB) and he stated <br /> he did not know. It was noon, so Mr. Snavely and I told Mr. Welch we would break for lunch. We <br /> informed him that we would return after lunch when Clayton Henke and Stan Lewis were available <br /> to complete the inspection. <br /> January 17, 1990 @ 1:15 p.m. <br /> Mr. Snavely and I returned to TVG-T and met with Clayton Henke, Production Manager, and Stan <br /> Lewis, Quality Control Manager. Mr. Henke and Mr. Lewis escorted Mr. Snavely and myself to the <br /> production office: where we reviewed the employee training records. The next area we visited was <br /> the laboratory where the tomato products are evaluated for quality specifications. The last stop was <br /> the plant office where Mr. Snavely and I reviewed the 1989 hazardous waste manifests and permits. <br /> Mr. Snavely and I inquired if the site had a CVRWQCB waste discharge permit. Mr. Lemke, Mr. <br /> Henke and Mr. Lewis all said they did not know if the site had a discharge permit and they would <br /> check into getting one. <br /> After completing the inspection, Mr. Snavely and I left the premise. <br /> December 20, 1990 <br /> Follow up to the January 17, 1990 inspection: I received a copy of the application for waste water <br /> discharge permit from Mr. Lemke. ( TVG - T had applied for a CVRWQCB discharge permit on <br /> October 31, 1990). <br /> 3 <br />
