My comments areas follows: <br /> ? Hazardous Waste Tank System Assessments Certification Requirement cites that it pertains to tanks subject to <br /> regulations associated with Permit by Rule, Conditional Authorization or Conditional Exemption. The used oil <br /> tank or tanks present at the Jiffy Lube facility are not subject to the Permit by Rule, Conditional Authorization or <br /> Conditional Exemption and therefore,a tank integrity assessment performed by Strandberg and Associates <br /> meets the requirements of California Code of Regulations,Title 22, Section 66265.191. The tank integrity <br /> assessment report should be accepted since it has been certified by a licensed State of California professional <br /> engineer and meets the requirements of 22 CCR 66265.191, <br /> ? BPELSG Opinion on DTSC Tank Assessment Report indicates that a civil engineer is the qualified engineer to <br /> assess the integrity of a tank containing hazardous waste primarily due to the foundation and structural issues. <br /> However, it does state that other elements of the assessment may have to be performed by another engineer <br /> qualified to assess those elements. Again,given that the tank integrity assessment at the Jiffy Lube store was <br /> performed by a licensed State of California professional engineer,the assessment report meets the <br /> requirements of 22 CCR 66265.191 and should be accepted, and, <br /> ?
