American <br /> Stockton <br /> The analytical soil water results received from your recent tank <br /> removal(s) and, summarized in Weston's "Preliminary Report, Soil <br /> Sampling" document dated November 7, 1990, confirmed the presence <br /> of contaminates at your facility which exceeded allowable limits of <br /> leaching potential as recommended by the LUFT Manual'. The former <br /> underground storage tank(s) (UST) cannot be recommended for final <br /> closure without further investigation to determine the full extent <br /> of the soil and/or groundwater problem. <br /> Additionally, the underground storage tank removed August 8, 1990, <br /> was not included in any assessment. The analytical soil results <br /> indicated over 1000 parts per million (ppm) TPH-Diesel as well as <br /> excessive volatile contamination. <br /> As you are seeking site closure, it will be necessary for you to <br /> conduct a site assessment addressing residual contaminants <br /> remaining in the 1000 gallon diesel tank area and the 8000 gallon <br /> gasoline tank area. 1401", <br /> This assessment shall include the following and be prepared by a <br /> qualified professional: <br /> "All work and reports which require geologic or engineering <br /> evaluations and/or judgments must be performed under the <br /> direction of an appropriately registered or certified <br /> professional. <br /> A professional engineer. . .registered or licensed under this <br /> Code shall practice and perform engineering. . .work only in the <br /> field or fields in which he is by education and/or experience <br /> fully competent and proficient.
