PUBLIC HEALTH SOVICES a4PR
SAN JOAQUIN COUNTY
ENVIRONMENTAL HEALTH DIVISION `
Karen Furst, M.D., M.P.H., Health Officer •, P..
304 East Weber Avenue, Third Floor • Stockton, CA 95202
209/468-3420
DEC 10 2001
EDWARD FORMOSA
CITY OF STOCKTON
MUNICIPAL UTILITIES DEPT
2500 NAVY DRIVE
STOCKTON CA 95206
RE: Well permit applications for 743 and 819 W. Anderson Street, Stockton
Moorman's Water Systems has submitted permit applications to San Joaquin County
Public Health Services, Environmental Health Division (PHS/EHD)for installation of
water wells at the two properties referenced above that are located within the City of
Stockton. The PHS/EHD is notifying you of these applications and requests a written
response identifying any comments or conditions the City may have regarding
installation of these wells.
Current PHS/EHD well standards require a minimum well casing annular seal depth of
100 feet for industrial wells. Wells constructed in areas of known contamination must be
constructed with an annular seal depth of 200 feet.
As we discussed in a recent telephone conversation, analytical results of groundwater
samples obtained from environmental investigation borings on Mr. Alegres property at
915 W. Anderson Street, Stockton, were 170 to 680 ug/L of Chromium VI. California
Regional Water Quality Control Board, Central Valley Region is overseeing the
investigation of the contamination at that property. Until the lateral and vertical extent of
the Chromium VI groundwater contamination is known and justification for an annular
seal depth of less than 200 feet is provided, PHS/EHD will require a minimum 200 feet
seal.
In addition, an approved public water purveyor (California Water Service) must supply
any water for human use. Prior to approval of the permits for the industrial well
construction, Mr. Alegre must provide written verification (application and payment of
fees) that connection to the public water purveyor will occur.
If you have any questions, please contact me at (209)468-3449.
Donna Heran, REHS, Director
Environmental Health Division
Margaret Lagorio, Supervising REHS
Unit IV
c: Frank Alegre
DHS —Joe Spano
California Water Service — Paul Risso (1550 W.
