Margaret Lagorio
From: Spano, Joseph (DHS-DDWEM)[JSpano@dhs.ca.gov]
Sent: Monday, November 26, 2001 1:24 PM
To: 'Margret Lagorio'
Cc: 'Adrienne Ellsaesser; Ed Formosa (E-mail)
Subject: Frank Alegre Truck Wash Project
I just received a call from Mike Moorman of Moorman's Water Systems. Mike
stated that he is planning to drill a well at 819 W.Anderson St., Stockton
to be used for a truck wash. Mike said that the owner of the facility will
provide bottled water for potable use at the site.
Mike also stated that the San Joaquin LPA wanted him to determine if the
State Drinking Water Program had any requirements relevant to this project.
It does not sound like this will be a small public water system, subject to
specific regulations. However, it appears there may be some requirement
from some other regulatory program to supply potable water at the site.
As long as the facility is in the city limits of the City of Stockton and
potable water is going to be made available at the site, it is the opinion
of DHS that public health would be better served by having the City extend
service from its potable water system to the office building (even if it is
a portable building) planned for this site rather than making bottle water
available at the site.
As you are aware, bottle water is an expensive option and it is difficult to
enforce the utilization of bottled water. Bottled water is generally used
in situations in which potable water from a public water supply system is
not available. Therefore, since public water is generally available in the
area, a connection from the public water system to the truck washing
facility for domestic use would be the more reasonable means of providing
water for the limited domestic uses that may occur at the truck wash site.
1
