An accurate UST Monitoring Site Plan was not submitted. The map submitted on CERS did not include leak detectors or the date prepared. A site plan must be submitted identifying the locations where monitoring will be performed. Immediately log into the California Environmental Reporting System (CERS)at http://cers.calepa.ca.gov/ and upload a copy of the UST Monitoring Site Plan. This is a minor violation. 204 CCR 2712(1) Current monitoring plan approved by the EHD not found on site. An approved copy of the monitoring plans were not available for inspection. A copy of these plans shall be accessible on site at all times. Immediately locate and retain a copy on site. This is a minor violation. 205 CCR 2712(i), 2634(e) Failure to submit a current UST Response Plan and have it available onsite. An approved copy of the response plan was not available for inspection. A copy of these plans shall be accessible on site at all times. Immediately locate and retain a copy on site. This is a minor violation. 206 CCR 2712 Failure to comply with UST operating permit conditions. A copy of the UST operating permit was not found on site. A copy of the UST operating permit and all attachments and conditions shall be retained at the facility. Immediately obtain a copy of the permit and retain it on site. This is a minor violation. 301 HSC 25292.1 UST system is not operated to prevent unauthorized release, including spills and overfills. The fuel filters in the five dispensers on site are not contained within the under dispenser containment(UDCs). The underground storage tank system shall be operated to prevent unauthorized releases. Immediately take all necessary steps to ensure any drips or leakage from fuel filters will drain into the UDCs. This is a Class II violation. 308 CCR 2636(f) Failed to maintain a continuous monitoring system that activates an audible and visual alarm. The 91 fill sump sensor failed to activate an audible and visual alarm when tested to ensure continuous monitoring of the tank system. All monitoring equipment shall be maintained to activate an audible and visual alarm or stop the flow of product at the dispenser when it detects a leak. The sensor was shaken by the technician several times and retested during the inspection. This is a minor violation.
