Also attached for <br />your review are the training records for warehouse (dock) personnel, as referenced in items #110 and #111 of the <br />inspection report. In the resolution letter submitted to the San Joaquin County Environmental Health Department <br />(SJCEHD) on February 3, 2016, the updated Contingency Plan was submitted as Attachment C to satisfy item #107 of the <br />inspection report. The Contingency Plan was also posted to the California Environmental Reporting System (CERS) and <br />was approved by the reviewer. <br />At the time of the inspection, Contingency Plan training records were not on file. Additionally, the Facility had not <br />provided hazardous waste training to all dock personnel due to only managerial staff handling hazardous waste cleanup <br />operations. As a result of the SJCEHD violations and in an effort to prevent confusion during future inspections, the <br />Facility opted to train all dock personnel to respond to hazardous waste releases. The training included hazardous waste <br />handling and spill response, Contingency Plan, and emergency coordinator responsibilities for those applicable. The <br />training records are attached for your reference and will be maintained at the facility until closure for current employees <br />and for at least three years from the date last worked for former employees. In the future, all dock personnel that may <br />handle hazardous waste will undergo initial training within 6 months and annual refresher training in accordance with 40 <br />CFR 265.16 and 22 CCR 66265.16. <br />We look forward to your response.
