Hickox <br />Secretaryfor <br />Environmental <br />Protection <br />19 April 2001 <br />Sacramento Main office <br />Internet Address: http://www.swrcb.ca.gov/rwgcb5 <br />3443 Routier Road, Suite A, Sacramento, California 95827-3003 <br />Phone (916) 255-3000 • FAX (916) 255-3015 <br />Mr. Eric Jenks <br />John Taylor Fertilizers <br />841 West Elkhorn Blvd <br />Rio Linda, CA 95673 <br />TRANSMITTAL OF MONITORING AND REPORTING PROGRAM NO. 5-01-818, <br />JOHN TAYLOR FERTILIZERS, STOCKTON FACILITY, SAN JOA QUIN COUNTY <br />We transmitted a draft Monitoring and Reporting Program (MRP) to you on 7 September <br />2000 for John Taylor Fertilizers' 1819 South Argonaut Street site in Stockton. <br />GeoSyntec Consultants (GeoSyntec) provided the following comments on the draft MRP <br />in a 17 October 2000 letter: <br />• A single maximum detection limit is not suitable to address each constituent in an <br />analytical suite. , <br />• GeoSyntec requests that quarterly monitoring be used to evaluate seasonal changes in <br />groundwater elevation and gradient, and that contaminant monitoring be performed <br />semi-annually in the dry and wet seasons, instead of quarterly. <br />In regards to multiple detection limits in an analytical suite, we have listed separate <br />detection limits in the footnotes of the table in the Groundwater Monitoring section of the <br />MRP. <br />The request for semi-annual contaminant monitoring is a reasonable request that we will <br />be willing to consider following four consecutive quarters of contaminant monitoring. <br />Four consecutive quarters of monitoring are generally sufficient to demonstrate whether <br />contaminants are present and stable early in the investigation phase. Beginning an <br />investigative monitoring program with semi-annual monitoring generally does not <br />provide Board staff with the data necessary to evaluate the groundwater quality stability. <br />California Environmental Protection Agency <br />ca Recycled Paper <br />The energy challenge facing California is real.
