C <br />CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br />CENTRAL VALLEY REGION <br />MONITORING AND REPORTING PROGRAM NO. 5-01-818 <br />FOR <br />JOHN TAYLOR FERTILIZERS CO., INC. <br />WILBUR-ELLIS COMPANY <br />STOCKTON FACILITY, SAN JOAQUIN COUNTY <br />John Taylor Fertilizers Company (JTF) operated a retail fertilizer distribution facility at its <br />1819 South Argonaut Street site in Stockton from 1955 until early 1999 when JTF became a <br />holly�-owned subsidiary of Wilbur -Ellis Company. Monitoring wells show that nitrate, <br />1,2-dichloropropane, 1,2,3-trichloropropane, and atrazine are present above water quality goals. <br />A grab groundwater investigation showed that ammonium, diuron, dacthal, and petroleum <br />hydrocarbons may also be degrading groundwater quality. <br />This Monitoring and Reporting Program (MRP) is issued pursuant to Section 13267 of the <br />California Water Code and is designed to delineate groundwater contaminant plumes beneath the <br />site and determine whether remediation efforts are effective. The Discharger shall not <br />implement any changes to this MRP unless and until a revised MRP is issued by the Executive <br />Officer. <br />Prior to construction of any new groundwater monitoring or extraction wells, the Discharger <br />shall submit plans and specifications to the Board for review and approval. Once installed, all <br />new wells shall be added to the monitoring program and shall be sampled and analyzed <br />according to the schedule below. <br />GROUNDWATER MONITORING <br />As shown on Figure 1, there are five monitoring wells designated MW -1 through MW -5. The <br />groundwater monitoring program for the five monitoring wells and any wells installed <br />subsequent to the issuance of this MRP shall follow the schedule below. Sample collection and <br />analysis shall follow standard EPA protocol. <br />
