STOCKTON, SAN JOAQUIN COUNTY <br />Staff of the California Regional Water Quality Control Board, Central Valley Region (Central <br />Valley Water Board) has reviewed the Off -Site Soil Gas Sampling Work Plan (Work Plan) for <br />the subject site, located at 1819 South Argonaut Street in Stockton, San Joaquin County, <br />California. The Work Plan was prepared on your behalf by Geosyntec consultants, and was <br />received by the Central Valley Water Board on 2 February 2011. <br />In a meeting on 27 January 2011, the Central Valley Water Board staff requested JTF/Wilbur- <br />Ellis to conduct soil gas sampling as part of site hazard assessment. Groundwater <br />investigations have documented the presence of elevated levels of 1,2-DCP and 1,2,3 -TCP in <br />excess of regulatory standards for protection of human health in groundwater. Soil gas <br />sampling is necessary to provide information on possible volatile organic compounds (VOCs) <br />contamination in soil vapor underneath the residential houses-downgradient from the site. <br />Wilbur -Ellis has proposed to install two temporary gas probes SG -1 and SG -2 on South <br />Argonaut Street to a target depth of 5 feet below ground surface. <br />Central Valley Water Board staff concurs with the proposed soil gas sampling work plan. It is <br />stated in the work plan that the sampling procedures for soil gas samples will follow the <br />"Advisory -Active Soil Gas Investigations," (DISC/LARWQCB, 2010). Please confirm that leak <br />testing will be conducted as per the cited guidance. <br />Provide at least advance ten-day notice of field activities to allow the opportunity for Central <br />Valley Water Board staff to observe the sampling activities. All necessary permits and utility <br />clearance(s) should be obtained prior to conducting the investigation.
