R5-2003-XXXX <br />CALIFORNIA WATER CODE SECTION 13267 <br />FOR <br />JOHN TAYLOR FERTILIZERS CO., INC. <br />WILBUR-ELLIS COMPANY <br />STOCKTON FACILITY <br />SAN JOAQUIN COUNTY <br />John Taylor Fertilizers Company operated a retail fertilizer distribution facility at its 1819 South <br />Argonaut Street site in Stockton from 1955 until early 1999 when John Taylor Fertilizers <br />Company became a wholly-owned subsidiary of Wilbur -Ellis Company (collectively referred to <br />as Discharger). Groundwater monitoring shows that nitrate, fumigants, and chlorinated <br />herbicides exceed water quality goals at this site. Groundwater is about 15 feet below ground <br />surface. This pollution impaired the beneficial use of this water resource. The Discharger. <br />removed three fuel tanks and petroleum contaminated soil in the early 1990s. <br />This Monitoring and Reporting Program (MRP) is issued pursuant to Section 13267 of the <br />California Water Code and is necessary to delineate groundwater pollutant plumes and determine <br />whether remediation efforts are effective. Existing data and information about the site show the <br />presence of various chemicals, including nitrate, bromacil, dinoseb, 1,2-dichloropropane, and <br />1,2,3-trichloropropane, emanating from the property resulting from the Discharger's past <br />operation. The Discharger shall not implement any changes to this MRP unless and until a <br />revised MRP is issued by the Executive Officer. This MRP replaces the requirements listed in <br />MRP No.5-01-818, which was issued on 18 April 2001. <br />Prior to construction of any new groundwater monitoring or extraction wells, and prior to <br />abandonment of any groundwater monitoring or extraction wells, the Discharger shall submit <br />plans and specifications to the Board for review and approval. Once installed, all new <br />monitoring wells (exclusive of those installed solely for remediation) shall be added to the <br />monitoring program and shall be sampled and analyzed according to the schedule below. <br />GROUNDWATER MONITORING <br />As shown on Figure 1, there are five monitoring wells: MW -1, MW -2, MW -3, MW -4, and <br />MW -5. The groundwater monitoring program for the five monitoring Wells and any wells <br />installed for routine groundwater monitoring subsequent to the issuance of this MRP, shall <br />follow the schedule below. Sample collection and analysis shall follow standard EPA protocol. <br />
