R5-2003-XXXX
CALIFORNIA WATER CODE SECTION 13267
FOR
JOHN TAYLOR FERTILIZERS CO., INC.
WILBUR-ELLIS COMPANY
STOCKTON FACILITY
SAN JOAQUIN COUNTY
John Taylor Fertilizers Company operated a retail fertilizer distribution facility at its 1819 South
Argonaut Street site in Stockton from 1955 until early 1999 when John Taylor Fertilizers
Company became a wholly-owned subsidiary of Wilbur -Ellis Company (collectively referred to
as Discharger). Groundwater monitoring shows that nitrate, fumigants, and chlorinated
herbicides exceed water quality goals at this site. Groundwater is about 15 feet below ground
surface. This pollution impaired the beneficial use of this water resource. The Discharger.
removed three fuel tanks and petroleum contaminated soil in the early 1990s.
This Monitoring and Reporting Program (MRP) is issued pursuant to Section 13267 of the
California Water Code and is necessary to delineate groundwater pollutant plumes and determine
whether remediation efforts are effective. Existing data and information about the site show the
presence of various chemicals, including nitrate, bromacil, dinoseb, 1,2-dichloropropane, and
1,2,3-trichloropropane, emanating from the property resulting from the Discharger's past
operation. The Discharger shall not implement any changes to this MRP unless and until a
revised MRP is issued by the Executive Officer. This MRP replaces the requirements listed in
MRP No.5-01-818, which was issued on 18 April 2001.
Prior to construction of any new groundwater monitoring or extraction wells, and prior to
abandonment of any groundwater monitoring or extraction wells, the Discharger shall submit
plans and specifications to the Board for review and approval. Once installed, all new
monitoring wells (exclusive of those installed solely for remediation) shall be added to the
monitoring program and shall be sampled and analyzed according to the schedule below.
GROUNDWATER MONITORING
As shown on Figure 1, there are five monitoring wells: MW -1, MW -2, MW -3, MW -4, and
MW -5. The groundwater monitoring program for the five monitoring Wells and any wells
installed for routine groundwater monitoring subsequent to the issuance of this MRP, shall
follow the schedule below. Sample collection and analysis shall follow standard EPA protocol.
