Emissions (Spreckels Sugar Page four <br /> The group toured the cattle feeding area and the wastewater ponding area. The Spreckels <br /> representatives pointed out an area to the north of the ponds which had previously been <br /> used as a cattle feed lot but which was scheduled for grading to provide fill dirt to be <br /> used in the construction of some new wastewater ponds thereby leaving the old cattle <br /> feed lot area to be used as a forage crop growing area. The new pond construction area was <br /> the present pond area which the state plans to purchase as right-of-way on which the new <br /> Manteca bypass will be built. <br /> On the afternoon of April 27, 1977 Mr. Johnson, Mr. White, Mr. Nash,and Mr. Spano at the <br /> El Rancho Mobil Home Park with a committee of Manteca citizens concerned about the odors <br /> from Spreckels Sugar. It was apparently this group which had brought the odor problem <br /> to Assemblyman Perino's attention. The committee stated that the Manteca residents which <br /> they represent had endured the odors from Spreckels Sugar long enough and that they had <br /> now united to seek a means of abating the odors which they considered a nuisance. One <br /> member of the committee also complained about fugitive beet pulp dust being carried into <br /> the air by the wind. The committee also expressed its concern about the effects of the <br /> emissions from Spreckels on the health of the people in receptor areas. <br /> Mr. Johnson of the ARB explained to the committee that action to abate odor nuisances must <br /> be initiated by filing complaints with the appropriate regulating agency. He further <br /> recommended that complaints be filed with the San Joaquin County Air Pollution Control <br /> District since the local District has the primary responsibility for controlling air pollution <br /> from stationary sources. On May 9, 1977 the Air Resources Board followed up its investigation <br /> with a letter to the District recommending that complaints received by the District be <br /> forwarded to the District Attorney for proper disposition. As a result, the District trans- <br /> mitted the first four complaints which it received to the District Attorney on May 25, 1977. <br /> The District Attorney's staff has the background and experience to properly investigate the <br /> complaints and to pursue any legal remedies deemed appropriate through the courts. <br /> 6/2/77 <br />
