Box 2209, <br /> Stockton, California 95201 <br /> Dear Dr. Williams: <br /> Recently, I was contacted by a group of citizens in the Manteca <br /> area and invited to attend a meeting which was held at the E1 <br /> Rancho Mobilehome Park. The purpose of the meeting was to <br /> discuss the odor and insect problem at Spreckles Sugar. <br /> It was alleged during the discussion, in addition to the odor, <br /> that there is an infestation of insects, namely flies and <br /> mosquitoes. The general feeling of those present is: <br /> 1. The odor has existed for many, many years with <br /> very little being done to eliminate this <br /> obnoxious condition, and; <br /> 2. With recent infestation of insects, flies and <br /> mosquitoes, very little is being done to eradicate <br /> the insects, and; <br /> 3. Lack of interest on the part of responsible <br /> public agencies to follow through to a <br /> resolution. <br /> In view of the facts presented, and based upon my desire to be <br /> helpful, I contacted James J. Morgester, Chief, Enforcement <br /> Branch, Air Resources Board, and have apprised him of the <br /> problem. He has agreed to look into the matter. <br />
