BOX 1287 • MANTECA, CA 95336 • (209)823-3121 - FAX(209)8232398
December 13, 1995
Letilia Briggs,Senior REHS
Environmental Health Division
Public Health Services
San Joaquin County
P.O.Box 388
Stockton Calif.,95201-0388
Dear Ms.Briggs:
The following information is in response to the Hazardous Waste Inspection Report, dated 11-10-95.
Received 11-20-95. (site computer no.:220059).
Waste Minimization:
Para 2A: During 1994, Evergreen Environmental Services were contracted to recycle our used oil as refined
lube oil. Prior to picking up our used oil,it must meet the halogen standards, otherwise Evergreen will not accept it.
A flash test is done on every truck load of received oil with results normally over 300 degree F. Evergreen recycles
our used oil which meets the minimum standards of purity. Base on purity analysis by BSK Analytical Laboratories
(see attached)our used oil generated from factory mechanical process equipment also achieve minimum standards of
purity for lead, arsenic, chromium and cadmium. Contact with Evergreen Environmental Compliance Department
verified that all used oil received by them in 1994 met the minimum standards of purity. To alleviate this
misunderstanding in the future,Spreckels Sugar Co.will document quantities generated of industrial used oil and
vehicle used oil and periodically verify purity standards for release to oil recyclers.
Para 2B: Spreckels Sugar Co reports to the State of California, the combined total of hazardous waste
generated at all of its facilities. The 73.85 tons cited in the Inspection report reflects the combined total generated by
all three factories. The Spreckels Facility at Manteca generated 9.1 tons of the combined total. No significant
reduction of hazardous waste was seen at Manteca between the years 1993-94.
Sincerely,
JT
Tucker
Chief Chemist
Attach
