The witness had reported
the storm flooded the parcel and a visible amount of hydrocarbon entered the three wells
located within the parcel. This parcel is outside of NPDES Phase 1 & 2. The wells are not
regulated by Environmental Health Department because the wells are used for commercial
truck wash only. Attached are two photos taken by our Environmental Health inspector
yesterday. The flood had received a bit. The stains on the well casing, piping, cement
retaining walls are visible.
Thank you for your time and consideration. Please feel free to contact me, if you have any questions or
comments.
Chang Cao, P.E.
Associate Civil Engineer
1810 E.
