You have also
determined that the facility does not generate more than 1000 kilograms of RCRA
hazardous waste in a month or the waste is not otherwise regulated by RCRA.
Assessment Standards:
First Assessment: The first assessment of the tank/system integrity needs to
occur prior to placing the tank/system into operation or by January 24, 1998
(whichever is later).
Assessment effective term: Assessments are valid for one year
Assessment renewal: Not required if the tank/system has secondary containment
that meets standards. If containment is not in place, or found not to meet
standards, the assessment must be renewed annually
Assessment Contents:
(1) Certification from an independent professional engineer
(2) An assessment of an existing tank/system must include the following
information:
Material of construction
Material thickness and how the thickness was determined
Description of the system piping (materials, diameters)
Description of any internal and external pumps
A sketch or drawing of the tank, including the dimensions
Age of the tank
Description and evaluation of leak detection equipment
Description and evaluation of corrosion protection equipment
Description and evaluation of spill control or overfill equipment
Characteristics of the wastes handled
Description of any structural damage or inadequate installation or
construction
Results of leak test, internal inspection or other integrity testing (noting
type of test performed)
Estimate of service life of the tank
Regulatory Reference:
California Code of Regulations, title 22, section 66265 191, subd (e)(1)
This tank/system is eligible for a one-time three-year exemption from assessments if
granted by a CUPA.
