The owner or operator of a hazardous waste tank shall obtain a written assessment reviewed and <br />certified by an independent, qualified, professional engineer, registered in California attesting that the system has <br />sufficient structural integrity, is acceptable for the transferring, storing, and treating of hazardous waste, and that the <br />tanks and containment system are suitably designed. Immediately have an assessment prepared for the 1,000 gallon <br />split tank (750 gallons for used oil and 250 gallons for used coolant tank). Submit a schedule showing when this will <br />be accomplished to the EHD. <br />This is a Class I violation. <br />507 <br />CCR 66265.195 Failed to conduct daily inspections of hazardous waste tank system and maintain records onsite. <br />Inspections of the hazardous waste tank system was not documented. The following items are required to be <br />inspected at least daily: <br />1. overfill/spill control equipment; <br />2. aboveground portions of the tank system to detect corrosion or releases of water; <br />3. data gathered from monitoring and leak -detection equipment; <br />4. outside areas of the tank system including secondary containment to detect erosion or signs of releases of <br />hazardous waste; <br />5. for uncovered tanks, the level of waste in the tank, <br />Immediately begin required inspections of the hazardous waste tank system, and document the items inspected. <br />Submit a copy of the inspection log for the next 30 days to the EHD. <br />This is a repeat violation, Class II. <br />608 <br />CCR 66266.130 Failed to properly manage used oil and fuel filters. <br />The facility has two black 55 gallon drums for drained used oil filters. Both drums lack the accumulation start date. <br />One of the drums approximately 1/4 full is not closed. The drum ring has been left off. Used oil filters shall be drained <br />of free-flowing oil, stored in a closed, rainproof container, labeled as "drained used oil filters," and marked with an <br />accumulation start date. Immediately mark these drums with the accumulation start date, keep the drums closed <br />unless adding or removing drained used filters, and ensure that all used oil filters are managed in this way. <br />This is a repeat violation, Class II. <br />Overall Inspection Comments: <br />An inspection report was provided to the facility operator on the day of inspection. The report was amended by tt <br />EHD. The amended report replaces the initial report. <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, within 30 days of receiving the amended inspection report. <br />Page 5 of 6 <br />
