San Joaquin County <br /> Environmental Health Department M LADED <br /> 1868 East Hazelton Avenue, Stockton, California 95205-6232 <br /> Telephone: (209)468-3420 Fax: (209)468-3433 Web:www.sjgov.org/ehd <br /> t.11.11 1, ,.- , <br /> 3' <br /> ;�;'� ^ �. °: of *ua n ty Haizar its'Waift ,tot I :t' a <br /> Facility Name: Facility Address: Date: <br /> PUNJAB TRUCK&TRAILER REPAIR 11191 VALLEJO CT, FRENCH CAMP September 20, 2016 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS 1,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br /> 1) One 275-gallon reinforced tote (3/4 full)with waste oil had an unfilled hazardous waste label, and two 55-gallon <br /> black containers and one 55-gallon red container(which were not empty) had no hazardous waste labels and no <br /> accumulation start dates. <br /> 2) Several open unlabeled hazardous waste containers were noted at the time of inspection inside the outdoor <br /> hazardous waste storage area, including but not limited to the following: two large drain pans with oily liquid, one <br /> 5-gallon container with oily liquid, one metal container of oily sludge located on top of the waste oil storage tote, one <br /> cut open blue plastic(estimated to be 1-gallon incapacity) container with oily liquid (observed on top of one of the <br /> two large drain pans), and two smaller drain pans also with oily liquid (located next to the metal railing in the <br /> hazardous waste storage area). <br /> Mr. Gill stated that this facility generates approximately 300 gallons of used oil every 2-4 month and they have been <br /> in operation at this location for 5 months. All hazardous waste containers shall be marked with the following <br /> information: <br /> -the words"Hazardous Waste' <br /> - name and address of generator <br /> -hazardous properties <br /> -physical state <br /> -composition (contents) <br /> -accumulation start date <br /> Immediately label these containers and ensure that all containers are marked with all the required information. <br /> Facilities who generate less than 1000 kg of hazardous waste per month and do not exceed 6000 kg of waste <br /> stored on site at any time may store waste on site up to 180 days. <br /> This is a Class II violation. <br /> 607 CCR 66266.81(b) Damaged lead acid batteries not properly managed and labeled. <br /> 1) Five automotive batteries were observed in the outdoor storage area at the time of inspection, at least one of <br /> these batteries had signs of corrosion and leakage. A damaged battery shall be managed so as to minimize the <br /> release of acid and lead and to protect the handlers and the environment, including at a minimum: <br /> 1. stored and transported in a nonreactive, structurally secure, closed container capable of preventing the <br /> release of acid and lead; <br /> 2. a container holding one or more damaged batteries shall be labeled with the date that the first battery in the <br /> container was placed there, i.e., the initial date of accumulation, <br /> 3. all container labels shall be written in ink, paint or other weather-resistant material so that the date is legible <br /> and conspicuous <br /> 4. a container holding one or more damaged batteries shall be packed for transportation in a manner that <br /> prevents the container from tipping, spilling or breaking during the transporting. <br /> Immediately manage, store, and label all damaged lead-acid batteries in accordance with Title 22 regulations. <br /> 2) Bills of lading or manifests for the management of lead acid batteries were not found on site. A copy of each bill <br /> of lading must be kept on site for at least three years.
