TRACY,PLANT#20 <br /> TEMPLE-INLAND <br /> POLLUTION PREVENTION AND EMERGENCY <br /> RESPONSE MANAGEMENT PLAN <br /> EMPLOYEE TRAINING PROGRAM <br /> Employee training is essential to effective implementation of the PPERM. The purpose <br /> of a training program is to teach personnel at all levels of responsibility the components and <br /> goals of the PPERM. When properly trained, personnel are more capable of preventing spills, <br /> responding safely and effectively to an accident when one occurs, and recognizing situations that <br /> could lead to stormwater contamination. The following is a discussion of the topics to be <br /> covered, at a minimum, during training. <br /> Spill Prevention and Response <br /> Spill prevention and response procedures will be described in detail. Discuss these <br /> procedures or plans in the training program in order to ensure all plant employees, not just those <br /> on the spill response teams, are aware of what to do if a spill occurs. Specifically, all employees <br /> involved in the industrial activities will be trained about the following measures. <br /> V Identifying potential spill areas and drainage routes, including information on past <br /> spills and causes <br /> V Reporting spills to appropriate individuals, without penalty (e.g., employees <br /> should be provided "amnesty" when they report such instances) <br /> r Specifying material handling procedures and storage requirements <br /> r Implementing spill response procedures <br /> Onsite contractors and temporary personnel should also be informed of the plan <br /> operations and design features in order to help prevent accidental discharges or spills <br /> occurring. <br /> Good Housekeeping <br /> These topics must be covered in your training program. <br /> r Require regular vacuuming and/or sweeping <br /> V Promptly clean up spilled materials to prevent polluted runoff <br /> Page K 3 Amended 09/07/05 <br />
