TRACY,PLANT#20
TEMPLE-INLAND
POLLUTION PREVENTION AND EMERGENCY
RESPONSE MANAGEMENT PLAN
EMPLOYEE TRAINING PROGRAM
Employee training is essential to effective implementation of the PPERM. The purpose
of a training program is to teach personnel at all levels of responsibility the components and
goals of the PPERM. When properly trained, personnel are more capable of preventing spills,
responding safely and effectively to an accident when one occurs, and recognizing situations that
could lead to stormwater contamination. The following is a discussion of the topics to be
covered, at a minimum, during training.
Spill Prevention and Response
Spill prevention and response procedures will be described in detail. Discuss these
procedures or plans in the training program in order to ensure all plant employees, not just those
on the spill response teams, are aware of what to do if a spill occurs. Specifically, all employees
involved in the industrial activities will be trained about the following measures.
V Identifying potential spill areas and drainage routes, including information on past
spills and causes
V Reporting spills to appropriate individuals, without penalty (e.g., employees
should be provided "amnesty" when they report such instances)
r Specifying material handling procedures and storage requirements
r Implementing spill response procedures
Onsite contractors and temporary personnel should also be informed of the plan
operations and design features in order to help prevent accidental discharges or spills
occurring.
Good Housekeeping
These topics must be covered in your training program.
r Require regular vacuuming and/or sweeping
V Promptly clean up spilled materials to prevent polluted runoff
Page K 3 Amended 09/07/05
