MU'SCO <br /> January 11, 2008 <br /> TO ALL INTERESTED AGENCIES <br /> Please be advised that on January 4,2008 2.t approximately 3:30 pm,there was a release <br /> of storm water from the Musco Family Olive Co. facility located at 17950 Via Nicolo, <br /> Tracy,San Joaquin County. The Regional Board staff was notified of this release at <br /> approximately 6:00 p.m. on that same day. No hazardous waste or domestic wastewater <br /> was released. <br /> Storm water entering the site from the up gradient watershed exhibited an Electrical <br /> Conductivity of 2,460 uS/cm. The storm�.vater release from Musco diluted the up- <br /> gradient runoff to an Electrical Conductivity of 1,634 uS/cm,as measured at the down- <br /> gradient storm water monitoring point located in the drainage course adjacent to <br /> Interstate Highway 580. <br /> The release was caused by the over-topping of a containment berm adjacent to the <br /> surface water drainage course that crosses the south side of the site during a storm in <br /> which rainfall for a six hour period exceeded the average hourly rainfall associated with <br /> the 24-hour, 1,000 year return rainfall. Because the overflow did not occur until after 80 <br /> percent of the total precipitation had fallen,the total discharge was limited. Musco <br /> estimates the overflow continued for two hours at approximately 200 gallons per minute, <br /> for a total release of approximately 24,000 gallons. The storm water mingled with water <br /> flowing from the up-gradient water shed and exited Musco property at storm water <br /> monitoring location SW-4. From there,the storm water passed through the culvert <br /> under Interstate Highway 580 at CalTrans mileage post 580 SJ 12.50 and across the <br /> storm water conveyance channel that crosses the California Aqueduct at DWR location <br /> 12.59. Storm water then pooled in an wristing depression adjacent to the Safeway <br /> Distribution Center on the northeast side in the highway. A small portion of this storm <br /> water continued east, flowing beneath Hansen Road before percolating into a pasture on <br /> the east side of Hansen Road.
