Hall <br /> Musco Olive Products, Inc. <br /> 17950 Via Nicolo <br /> Tracy, CA 95376 <br /> MUSCO OLIVE PRODUCTS, INC. , TRACY PROCESSING FACILITY, SAN JOAQUIN COUNTY <br /> We have reviewed the Quality Assurance & Control Report of October 1986 and the <br /> Design & Operations Report of February 1986 including all addenda, prepared by <br /> Kjeldsen, Sinnock & Associates, Inc. for Musco Olive Products, Tracy Processing <br /> Facility. Our review of these documents, the specifications and Board Order No. <br /> 86-074 indicates that you are in compliance with Discharge Prohibition A.6 (see <br /> enclosed memorandum) . The pond' s entire construction and its conformance to <br /> Subchapter 15 and all applicable requirements have been certified by a <br /> California registered engineer. However, Provision l.b (long-term available <br /> capacity) and Provision 1.c (method & time schedule for clean out) have not been <br /> adequately addressed. <br /> Based on the engineer' s assurances and our review we are granting conditional <br /> approval to use the pond. As a condition of the impoundment' s continued <br /> operation, Musco Olive is required to submit a technical report prepared by a <br /> California registered civil engineer, to this office within 60 days from the <br /> date of this letter. The technical report must include: <br /> 1. A recalculation of the pond balance based on increasing salinity of the <br /> pond water. Include a revised estimate of when the pond will reach <br /> capacity and related changes in additional pond construction time <br /> schedules. This balance must reflect if the Tracy plant plans to transfer <br /> production or accept wastewater from Musco's plant in Orland. <br /> 2. A detailed method of pond cleanout measures, including an estimated length <br /> of the cleanout process, inspection methods of the impoundment before <br /> reuse, and disposal method while the pond is drying out. <br /> 3. A set of as-built plans of the impoundment and its infra-structure. <br /> Use of the impoundment combined with a failure to submit this report will be <br /> considered a violation of your waste discharge requirements. <br />
