There are, however, substantial portions of <br /> the Report of Waste Discharge which remain incomplete. Musco' s pond design, <br /> unsaturated zone monitoring plan and ground water monitoring plan remain <br /> inadequate. Board staff has advised Musco on many occasions that these critical <br /> portions of the project must be designed according to Subchapter 15 by <br /> registered professionals who also have experience in the appropriate areas. <br /> The following material must be submitted to this office, by 27 September 1985, <br /> in order for Board staff to include Musco' s Waste Discharge Requirements on the <br /> October Agenda: <br /> 1. A detailed plan describing the actions Musco will take, including <br /> construction dates, to properly store or dispose of wastewaters throughout <br /> the life of the facility (the currently proposed pond will hold only 1 1/2 <br /> years of wastewater) . <br /> 2. A detailed plan , prepared by a registered civil engineer or registered <br /> geologist, describing a ground water monitoring system which satisfies <br /> Article 5 of Subchapter 15. <br /> i <br /> 3. A detailed design of an unsaturated zone monitoring system according to <br /> Subchapter 15. Regional Board staff made it clear to Musco at a meeting on <br /> 5 September 1985 that if no ground water monitoring was proposed, then very <br /> extensive vadose zone monitoring would be required. <br /> 4. A proposal , in writing, that Musco will comply with the 40 mil requirement <br /> for synthetic liners as specified by Subchapter 15. In the meeting on 5 <br /> September, Musco agreed to this. <br /> 5. Quality Assurance/Quality Control plans for the pond design and <br /> construction. <br /> 6. Any of the other material which was requested by our letters of 1 February <br /> 1984 and 9 April 1985, and has not been submitted. <br />
