II AUTO REPAIR 3805 WEST LN, STOCKTON November 09, 2017 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br /> The following containers were observed with incomplete and missing labeling: <br /> -Three 55 gallon blue steel drums in the hazardous waste storage area with incorrect accumulation start dates of <br /> 1/17/17 and 5/4/17. Disposal records on site indicate that the used oil was picked up on 8/17/17. <br /> -Three red rolling used oil containers were observed on site with no hazardous waste labeling. Mr. Nguyen stated <br /> that these containers are emptied approximately once a week. <br /> All hazardous waste containers shall be marked with the following information: <br /> -the words"Hazardous Waste' <br /> -name and address of generator <br /> -hazardous properties (reactive, toxic, corrosive, ignitable) <br /> -physical state (liquid, solid) <br /> -composition (contents) <br /> -accumulation start date <br /> Immediately label these containers or place the waste in properly labeled containers and ensure that all hazardous <br /> waste containers are marked with all the required information. <br /> This is a minor violation. <br /> 608 CCR 66266.130 Failed to properly manage used oil and fuel filters. <br /> Bills of lading for the recycling of used oil filters for the last three years were not found on site. A copy of each bill of <br /> lading must be kept on site for at least three years. Immediately locate a copy of all bills of lading for used oil filters <br /> for the last three years, maintain them on site, and submit copies to the EHD. <br /> A plastic teal tub of used oil filters was observed with no lid and no label. Used oil filters shall be drained of <br /> free-flowing oil, stored in a closed, rainproof container, labeled as"drained used oil filters," and marked with an <br /> accumulation start date. Immediately close and label this container, or place the filters in a properly closed and <br /> labeled container, and ensure that all used oil filters are managed in this way. <br /> A 55 gallon black steel drum of used oil filters was observed with an accumulation start date of 5/12/16. Facilities <br /> that generate up to one ton of used oil filters per year may store the filters up to one year. Facilities that generate <br /> one ton or more of used oil filters may store the filters for up to 180 days. Immediately recycle these filters under a <br /> bill of lading and submit a copy of the bill of lading to the EHD. <br /> This is a repeat violation, Class II. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by December 9, 2017. <br /> Please be aware as of January 1, 2013, all businesses are required to submit all hazardous materials <br /> information online to the California Environmental Reporting System (CERS) at hftp://cers.calepa.ca.gov.
