There must be at least one emergency coordinator on site or on call to <br /> coordinate emergency response measures,and the following information must be posted by a phone:the name and <br /> phone number of the emergency coordinator; location of fire extinguishers,spill control equipment,and if present, <br /> fire alarm;and the phone number of the fire department,unless the facility has a direct alarm. Immediately appoint <br /> an emergency coordinator and post the required information by a phone. A form is provided that can be used for <br /> this purpose. <br /> This is a minor violation. <br /> 115 CCR 66266.81(a)(4)(B)Failed to retain copy of manifest or bill of lading for spent lead acid batteries for 3 years. <br /> Bills of lading or manifests for the management of lead acid batteries for the last three years were not found on site. <br /> Jim Husting confirmed that at least more than 10 spent lead acid batteries are disposed of per year. A copy of each <br /> bill of lading must be kept on site for at least three years. Immediately locate a copy of all bills of lading or manifests <br /> for lead acid batteries for the last three years, maintain them on site,and submit copies to the EHD. <br /> This is a Class II violation. <br /> 301 CCR 66262.34(d)(2)Facility not maintained to minimize the release of a hazardous waste. <br /> Dark and wet oil stains were found on the asphalt underneath various landscaping vehicles.Saturated absorbent was <br /> left to accumulate on the shop floor next to the 75 gallon car boys for oil and hydraulic fluid. Facilities shall be <br /> maintained and operated to minimize the possibility of a fire, explosion,or release of hazardous waste to air,soil,or <br /> surface water which could threaten human health or the environment. Immediately clean up the dark and wet oil <br /> stains and oil saturated absorbent,and manage according to Title 22 hazardous waste regulations. Submit a <br /> statement and supporting documentation explaining how this waste was managed. <br /> This is a minor violation. <br /> 303 CCR 66262.34(d)(2)Failed to maintain all communication or alarm systems,spill control,or decontamination <br /> equipment. <br /> Saturated absorbent has been allowed to accumulate in the secondary containment spill control pallet for the used oil <br /> drums. All facility communications or alarm systems,fire protection equipment,spill control equipment,and <br /> decontamination equipment,where required,shall be tested and maintained as necessary to assure its proper <br /> operation in time of emergency.
