San Joaquin County 1"W
Environmental Health Department
1868 East Hazelton Avenue, Stockton, California 95205-6232
Telephone: (209)468-3420 Fax: (209)468-3433 Web:www.siclov.orci/ehd
Small Quantity Hazardous Waste Generator Inspection Report
Facility Name: Facility Address: Date:
MANTECA EXPRESS 2115 W YOSEMITE AVE MANTECA March 17 2016
SUMMARY OF VIOLATIONS
(CLASS I,CLASS II, or MINOR-Notice to Comply)
Item# Remarks
302 CCR 66262.34(d)(2) Failed to maintain required emergency equipment.
Spill control equipment for fuel spills was not found on site. All facilities shall be equipped with an internal
communication or alarm system, a device capable of calling outside emergency help, spill control equipment, and
decontamination equipment at all times. Immediately provide spill control equipment and maintain on site.
This is a minor violation.
601 CCR 66262.34(d) Stored hazardous waste onsite greater than 180 days.
One 55-gallon drum full of fuel-water mixture from the UST system was observed on site in the garbage storage area.
The drum was labeled "hazardous waste" only . Facilities who generate less than 1000 kg of hazardous waste per
month and do not exceed 6000 kg of waste stored on site at any time may store waste on site up to 180 days. It is
unknown how long the waste has been stored on site. Immediately contact a licensed hazardous waste hauler to
dispose of this waste under manifest and submit a copy of the manifest to the EHD.
This is a Class II violation.
Overall Inspection Comments:
On site on March 17, 2016 for a routine hazardous waste generator inspection. Permission to perform the
inspection, collect samples, if necessary, and take photos was given by Haji Alam, President.
Note:
Observed in the waste storage area three open white five-gallon buckets full of brine that were not labeled; two
open orange five-gallon buckets full of unknown liquid that were not labeled, and one fifty-five gallon drum full of
fuel-water mixture from the UST system sumps that was open and not labeled. Haji Alam closed the fifty-five
gallon drum and stated that all of the waste in the two orange buckets will be placed in a fifty-five gallon drum and
all drums will be labeled properly with a label that states: hazardous waste, name and address of the facility,
substance in the drums, physical properties, chemical properties and date when the drum was first filled. Haji
stated that he has already contacted a licensed hazardous waste hauler to remove the drum that does not have a
'start date'.
Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement
documenting the corrective actions that have been or will be taken for each violation, and any supporting
paperwork, by April 16, 2016 .
Please be aware as of January 1, 2013, all businesses are required to submit all hazardous materials information
online to the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov. Be sure to include
your hazardous waste activity in the Businesses Activities section in CERS in addition to any other relevant
activities and required fields.
