UNDERGROUND STORAGE TANK
RESPONSE PLAN- PAGE 2
VI. LEAK INTERCEPTION AND DETECTION SYSTEM
This information is mquiad only her motor vehicle real UST systensa constructed per the Alternate Connotation Requiremer tl of23 CCR§2633,and only if the Leak
Interception and Detection System(LIDS)does an meet the volumetric requirements of 23 CCR§2631(dH)1 through(5)(i.e..when accounting for rainfall and
backfill material,the secondary containment volume,is less than 100%of primary lank volume for a single UST;or in the can of nollipie USTs in slimed scow Bary
coninimmenl,150%of the largest primary lank volume or 10°/.of aggregate primary lank volume,whichever is greater).
ATTACH AN ADDITIONAL PAGE TO THIS PLAN CONTAINING THE FOLLOWING INFORMATION:
➢ The volume of the LIDS in rotation to the volume of the primary container,
D The waited of lime the LIDS shall provide containment related to the time between detection of nn unnulhorized release and cleanup ofthe leaked substance;
D The depth from the bottom of the LIDS to the highest anticipated level of groundwater,
➢ The nature of the unsaturated mils under the LIDS and gteir ability la absorb contaminants or to allow movement of contaminants;
> The methods and scheduling for removal of nil hrmdous substances which may have been discharged from primary conaimncnt and are located in the
unsaturated soils between the primary containment mad groundwater,including the LIDS sump,
VII. REPORTING AND RECORD KEEPING
We will report/rmord any overfill,spill,or immunized abase from a UST system as indicated in this plan.
Recordable Releases: Any unauthorized release from primary containment which the UST opernlm is able to clean nip within eight(8)hours after dhe release was
detected or should remonbly have been detected,and which docs not menpe from secondary containment,does not ihmmme the hamrd of fire or eeploion,and does
not cense any deterioration of secondary containment.must be recorded in the fncility's monitoring records. Monitoring records must include:
D The UST operator's nine and telephone number,
D A list of the types,grtonitim,and concentrations of hazardous substances released;
D A description of the actions taken to control and clean up the micnse;
D The method and[auction of disposal of the relemed Immodous substances,and whether n ha>allous waste manifest was or will be used;
D A description of actions taken to repair the UST and to prevent future releases;
D A description of the method used to reactivate interstitial monitoring after replacement or repair of primary containment.
Reportable Releases: Any overfill,spi14 or unnulhorized release which escape from secondary containment(or primary containment if no secondary containment
exists),increases the hazard of fire or explosion,or causes any deterioration of secondary containment,is a reportable release. Reportable releases are also recordable.
Within 24 hours after a reportable release has been detected,or should have been detected,we will notify the lace)agency administering the UST program of the
mime,inves0gnta the release,mid take immediate measures to stop the release. If necessary,m if required by the local agency,remaining slated product/wmic will
be removed faro the UST to paved further releases or facilitate corrective action.if an emergency exists,we will notify the Stale Office of Emergency Services.
Within five(5)working days of a reportable release,in will submit to the local agency a ttdl written report containing all of the following information to the exam
that the information is known at the time of filing Ilse report:
D The UST owra:ts or operaluts name and telephone number,
➢ A list of the types,quantities,and concentrations of hazardous materials released;
D The approximate date of the release;
D Tire date on which the release was discovered;
➢ The date on which Ito release was stopped;
➢ A description of actions taken to control and/or stop the release;
➢ A description of corrective and remedial actions,including investigations which sere undertaken and will be conducted to determine the nature and exlem ofsoil,
ground water or surface water conaminnlion due Io the mleme;
D The melhod(s)of cleanup implemented to dote,proposed cleanup action,and n schedule for implementing the proposed actions;
➢ The methods)and location(s)of disposal of released hmardous materials and any contaminated soils,groundwater,or surface seater.
D Copies of any hazardous waste manifests used for off-site transport orhazardous svmies associated with clean-tip activity;
D A description of proposed methods for any repair in replacement of UST system primary/secondary containment systems;
D A description of additional actions taken to prevent future releases.
We will follow the reporting procedures described above if any of the fallowing conditions occur;
D A recordable unauthorized release can not he cleaned up or is still under investigation within eight(8)hours of detection;
➢ Relemed hounions substances nue discovered at the UST site min the surrounding matt;
➢ Unusual operating conditions am observed,Including emote behavior of product dispensing equipment,sudden loss of product,or the unexplained presence of
water in the tank,unless system equipment is found to be defective and is immediately repaired or replaced,and no knit has oceurad;
D Monitoring mulls tram UST system monitoring equipment/melhods indicate that a release may have occurred,unless the monitoring equipment is found to be
defective and is immediately repaired,recalibrated,or replaced,and addilionel.maniloring does not confirm the initial results.
Record Retention: Monitoring records and written reports of unauthorized releases must be mainlained on-sire(or off-site ata readily available location,if approved
by the local agency)for at least 3 yews. Hazardous waste shipping/dispmal records(e.g.,manifests)mot be maintained for at least 3 years fam the dale of shipment.
VIII.
