r <br /> .1 <br /> r <br /> Health and Safety Flan <br /> Underground Tank Program <br /> Tank Removal or <br /> Over-Excavation Resample <br /> INTRODUCTION <br /> l='11R1'fISE ANU SCOPE <br /> The Health and Safety Flan, for underground tank removal/over- <br /> excavation, provides for the protection of on-site personnel and the <br /> surrounding community during site characterization activities. The <br /> requirements, specifications and procedures presented with this plan <br /> will apply to all personnel ori-site, including employees, sub- <br /> contractors, site visitors and regulatory agency personnel. i <br /> KEY PERSONNEL <br /> HA7.ARD ANAI.-PSIS <br /> The most significant: risk associated with petroleum contaminated <br /> soil Is exposure to aromatic compounds. Skin contact will be <br /> eliminated by use of clothing, eye wear, and gloves and the <br /> i.nhalati.on 'hazard will be minimized using appropriate respiratory <br /> protective devices as determined by on-site air monitoring. The <br /> Safety Coordinator/Project Manager will establish an exclusion zone <br /> encompassing a 50 foot radius from the work. area. Access within <br /> this zone will be limited to required personnel . Total organic <br /> vapors will be monitored within the exclusion zone using a <br /> r.ihotoionizat .ion detector (PID) calibrated for benzene the most toxic <br /> of the aromatic: hydrocarbons. Current enforceable-Mand recommended <br /> exposure limitations for potential site contaminants are presented <br /> in Table 1. <br /> 1='EFtSONAI.. F='RC11'EC'TIVE Ei3l1IPh1EN'1' <br /> A minimum of US EPA level D protection will be required within the <br /> exclusion none for any workers engaged in sample collection or other <br /> activities on this site. Level D protection will includes <br /> o Disposable Tyvek. coverall (When in contact with <br /> contaminated material ) <br /> 0 Poots with steel toe <br /> 0 Splash goggles or safety glasses <br /> o Chemical resistant disposal gloves (When in contact <br /> with contaminated material. ) <br /> Level C protection will be required if PID readings exceeding 10 ppm <br /> over background concentration are recorded in the workers breathing <br /> zone. Level C protection will consist of: <br /> 0 Disposable Tyvek. coverall <br /> 0 Boots with steel toe <br /> o Chemical resistant bor_,t' covers <br /> o Chemical resistant disposal gloves ( inner) <br /> o Chemical resistant outer glover, <br /> n MSHA/NIOSH approved half-mask air-purifying <br /> respirator with dual organic vapor cartridges <br /> PID reading exceeding 250 ppm in the workers breathing zone will <br /> require work stoppage and site evacuation. An explosion proof <br /> fan may be used to vent the work. area. <br /> _.I- <br />
