As I
indicated to you previously, I have handled some tank removals in San Mateo County
approximately ten years ago and am familiar from that experience with the
requirements of removal/remediation.
I also appreciate your granting us an extension of time of 30 days to investigate,
hire a contractor, and address this matter. In the meantime, we will start preparing the
removal closure permit application so that it can be submitted as soon as we know
more about this matter, although it appears that it will be necessary to remove the
underground storage tank. I understand that there is a possibility of filling the tank in
place with concrete or some other material, but that the preferred method of handling
this matter is to remove the tank and do remediation if necessary.
I also thank you, Harlan Knoll, for pointing out to me the difference between the
necessity for removal and remediation in Region 5 of the Central Valley, as compared
to San Mateo County, with which I am familiar, in that the first water table in the Valley
is designated as beneficial, so that pollutants cannot be left behind, as compared to the
Bay Area where the first water table is not considered to be quality water. Therefore,
the Central Valley has a higher standard than is extant here in San Mateo County.
