Health and Safety Plan <br /> Underground Tank Program <br /> Tank Removal or <br /> Over--Excavation Resampl.e <br /> INTRODUCTION <br /> PCJRF'OSE AND SCOPE <br /> The Health and Safety Plan, for underground tank removal/over- <br /> excavation, provides for the protection of on-site personnel and the <br /> surrounding community during site characterization activities. The <br /> requirements, specifications and procedures prevented with this plan <br /> will apply to all personnel on-site, including employees, sub- <br /> contractors, site visitors and regulatory agency personnel. <br /> ):EY PERSONNEL_ <br /> HA7ARp ONAI.`/EiIS- <br /> Tie most significant risk associated with petroleum contaminated <br /> soil is exposure to aromatic compounds. Skin contact will be <br /> eliminated by use of clothing, eye wear, and gloves and the <br /> inhalation hazard will be minimized using appropriate respiratory <br /> protective devices as determined by on-site air monitoring. The <br /> 9e-3.( ety Coordinator/Project Manager will establish an exclusion zone <br /> f4'nr'_�In{t:Ar.fi 7.r7g a 0 foot radius from the work area. Access within <br /> this; zone will be limited to required personnel. Total organic <br /> vapor=s will be monitored within the exclusion zone using a <br /> ohotoionizat .io detector (PID) calibrated for benzene the most toxic <br /> of the aromatic hydrocarbons. Current: enforceable and recommended <br /> exposure limitations for potential site contaminants are presented <br /> in Table 1. <br /> {='El?SONF)L. {'RO'fEC'lIVE: ECJIJIPMENT ' <br /> A minimum of US EPA level D protection will be required within the <br /> exclusion zone for any workers engaged in sample collection or other <br /> activities on this site. Level D protection will include: <br /> 0 Disposable Tyvek coverall (When in contact with <br /> contaminated material ) <br /> 0 Boots with steel toe <br /> Splash goggles or safety glasses <br /> _ Chemical resistant disposal gloves (When in contact <br /> with contaminated material ) <br /> Level C protection will be required if PID readings exceeding 10 ppm <br /> over background concentration are recorded in the workers breathing <br /> zone. Level C protection will consist of: <br /> 0 Disposable Tyvek coverall <br /> n Boots with steel toe <br /> o Chemi.c:al resistant boot covers <br /> Chemical resistant disposal gloves ( inner) <br /> O Chemical resistant outer gloves <br /> o MSHO/NIOSH approved half--mask air-purifying <br /> respirator with dual organic: vapor cartridges <br /> {'ID reading exceedinel 250 ppm in the workers breathing zone will <br /> require work st:oppa, and site evacuation. An explosion proof <br /> fan may he used to vent the work, area. <br />
