3.0 Site Safety and Health Plan <br />3.1 Introduction <br />The purpose of this Site Safety and Health Plan (SSHP) is to: 1) assign project personnel <br />health and safety responsibilities; 2) prescribe mandatory operating procedures; 3) establish <br />personal protective equipment requirements; 4) identify site specific hazards; and 5) assess, <br />evaluate, and provide for emergency response in order to successfully and safely perform the <br />soil sampling and tank removal. <br />It is the policy of IT corporation to provide a safe and healthful work environment for all of <br />its personnel and subcontractors. IT considers no phase of operations or administration to be <br />of greater importance than injury and illness prevention. Safety takes precedence over <br />expediency or short cuts and every attempt is made to reduce the possibility of injury, illness, <br />or accident. <br />The remediation activities proposed for this project could expose site personnel to a variety of <br />chemical and physical hazards. These hazards include exposure to low level airborne <br />contaminants (especially hydrocarbon vapors), petroleum product residues, lead, noise, <br />vibration, and being pinched or struck by moving or rotating equipment. <br />The provisions of this plan are mandatory for all site personnel and subcontractors assigned to <br />the project. All authorized visitors to the site shall be required to abide by this SSHP. <br />Should work conditions change as the investigation progresses the SSHP shall be revised by <br />the Health Safety Officer (HSO). No changes to the SSHP shall be implemented without <br />prior approval of the project Certified Industrial Hygienist (CIH). <br />This plan is in accordance with the OSHA Code 29 CFR Part 1910.120, and the U.S. Army <br />Corps of Engineers Safety and Health Requirements Manual EM -385-1-1 revised October <br />1987. No personnel will be allowed in the work areas without documentation stating that <br />they are in compliance with the OSHA requirements and the other requirements detailed in <br />this plan. All IT employees and subcontractors shall read the SSHP and will sign the Tailgate <br />Safety Meeting (Figure 3-1) attesting that they have read the SSHP prior to entering the work <br />areas. <br />MZ/07-07-92/EES/ENG/2054r 3-1 <br />
