The diesel piping sump sensor was not at the lowest point and not located to detect a leak at the earliest opportunity. Monitoring equipment shall be maintained to be able to detect a leak at the earliest possible opportunity. The sensor was relocated to the lowest point of the sump during the inspection by the service technician. Ensure that all monitoring equipment is maintained to detect a leak at the earliest opportunity. This is a Class II violation. The Schrader valve on the return line in the diesel piping sump was not facing downward. The return line is gravity fed. This prevents any releases from the primary containment from immediately flowing into the secondary containment. Any potential release from the primary containment into the secondary containment in the diesel piping does not flow into a piping sump so that it can be detected at the earliest opportunity. All secondary containment systems shall be sloped so that all releases will flow to a collection sump located at the low point of the underground piping so that the monitoring equipment can detect a leak at the earliest opportunity. Immediately contact a properly licensed, trained, and certified contractor to ensure that any releases from the primary piping flows into the secondary containment piping sump so that a leak can be detected at the earliest opportunity. This is a Class II violation. Overall Inspection Comments: This report was amended on January 23, 2015. Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, by December 7, 2014.
