*400 -./
Mr. Michael Kith
County of San Joaquin
Environmental Health Department -2- May 2, 2001
4. Provide information on flex connector isolation jacket, product compatibility and where such
isolation jacket is used.
Response: The flexible connector isolation jacket being specified is Weaver Model
No. J4.9000.50.5. The enclosed manufacturing cut sheet shows product compatibility with
fuels as stated in your request, and will be used at the vent stack where the transition from
fiberglass piping to steel piping at the vent riser is required. The flexible jacket provides corrosion
resistance for the flexible connector that it protects.
5. Provide manufacturer's Certificate ofTrainingforboth the underground storage tanks and piping
to be used in the project. The name of the person shall be listed on the certificate and a copy of
certificate shall be submitted to San Joaquin County Environmental Health.
Response: Certificate of Training certificates shall be provided by the contractor Mr.Bill Armor,
who can be reached at (925) 671-9200, and will be presented to County of San Joaquin
Environmental Health Department prior to issuance of the permit as required.
6. San Joaquin County Environmental Health Department records show that there is a water well
on the Safeway property. Provide information on the location of this well in reference to the
planned location of an underground storage tank. It was noted that a water well could not be
found on the location when San Joaquin County Environmental personnel visited the site. Provide
that information and any subsequent data that may be required.
Response: The irrigation well on the property is currently being researched. Information
regarding its proximity to the underground storage tanks will be provided by Mr.Jeff Lee of EDA,
Inc., and will follow up with the submittal. Mr.Lee can be contacted at(805)546-2050.
7. Provide information that the pressure line leak detector, as specified, can handle the amount of
volume within the pipe as dictated by the length of the piping run.
Response: The line leak detector specified for this project lists the Veeder Root 848480-001
(Series 8484) pressure line leak detector (PLLD). According to LG-113 for Series 8484 (for
flexible pipe lines),the maximum pipe line capacity is 40.8 gallons. The longest pipe run for this
project is the 87 octane pipe line, which combines the individual runs to the separate halves of the
station and totals approximately 400 feet. The pipe selected for this project is 1 1/2-inch I.D.
Carrying the volume calculation out to determine total gallonage in the pipe line yields
36.70 gallons(see enclosed calculations),which is below the maximum allowed capacity show in
the excerpt of LG-113 (enclosed).
The Veeder Root pressure line leak detection system application guide and results of the
performance evaluation conducted according to EPA test procedures are also enclosed for your
review. Please note that the application guide shows that pressure line leak detection may be used
with Western Fiberglass 1-1/2-inch co-flex double wall pipe in lengths between 10 and 500 feet.
This is well within the distances that are designed in the piping system. Also note that Safeway
is incorporating turbine sump sensors to be located at the end of the piping run in the tank sumps
