0 <br /> Network Practices (LDD) SNP-104 <br /> nlol <br /> 7. Spill and Overfill Prevention <br /> All USTs must be installed or retrofitted with catchment basins to contain spills. In addition to the <br /> installation of catchment basins, BPA requires the installation of one of the following overfill devices: <br /> automatic shut-off device,or overfill alarm; or ball float valve. <br /> 7.1 Spill Prevention <br /> The most common cause of spills during filling is the removal of the transfer hose without properly <br /> draining its contents. Sprint and the fuel deliverer must follow industry standards for correct filling <br /> practices. <br /> A Sprint representative must be present to observe the fueling of the UST and to verify that the <br /> transport company uses one of the following approaches. <br /> 1. The transfer hose is properly drained before removing the hose from the fill pipe. <br /> 2. Dry Disconnect Coupling:A device is used that prevents the release of diesel fuel from the transfer <br /> hose when it is detached from the fill pipe. (This method has EPA approval.) <br /> 7.2 Overfill Prevention <br /> Before tank filling, the Sprint representative is responsible for verifying that one or more of the <br /> following methods of overfill prevention is in place: <br /> 1. The monitoring system,Overfill Limit feature,set for 90%fill <br /> 2. An automatic shut-off device installed on the transport company's transfer hose <br /> 3. Only the amount of fuel ordered and required is delivered. <br /> Method 1 requires close attention by the transfer hose operator. Method 2 eliminates human error. <br /> 7.3 Overfill Catchment Basin <br /> Before fuel delivery, the Sprint representative inspects the catchment basin to ensure it is clear of <br /> debris, dirt, and water. Nater, sediment and spilled product should not be allowed to drain back into <br /> the tank. This material should be collected and disposed in accordance with state and local regulations. <br /> In addition to cleaning the catchment basin, the Sprint representative should be prepared to apply <br /> "Immediate Containment"with an absorbent,to prevent seepage. <br /> After every tank fill process, the Sprint representative inspects and cleans up (as necessary) excess fuel <br /> in the catchment basin.
