DEC 2 91988 <br /> ENVIRONMENTAL HEALTH <br /> PERMIT/SERVICES <br /> 29, December 1988 <br /> SAN JOAQUIN LOCAL HEALTH DIST. <br /> 1601 East Hazelton Ave. <br /> Stockton, Ca . 95205 <br /> Attn : Harlan Knoll <br /> As you know I am working on a number of problems at AD-ART SIGN INC. <br /> with the goal of achieving compliance to the critera of all local <br /> agencies. In my contact with you by phone and finally in person I am <br /> pleased to say that I am making some progress. <br /> On 12-12-88 after a long period of working with Crisp Tank Testing the <br /> 10K gallon gasoline tank failed the final test and it was reported to <br /> Kasey Foley whom has been a great help to me also. Following the report <br /> the tank was pumped clean and isolated . As a matter of satisfying the <br /> tank test a good part of the soil was removed from the area covering the <br /> tank under the guideance of Leonard Crisp and as reported it was left <br /> that way. On 12-19-88 I became concerned as to the outcome of things as <br /> the basin had filled with water from the heavy rains over the weekend . <br /> On 12-20-88 I informed you that the tank had floated to the top and was <br /> being tossed about by the wind. At this point we agreed that safety was <br /> a major concern, thus I agreed to pull the tank to one side and secure <br /> it for future inspection and work as necessary. The tank has been <br /> secured in place and the leaks located in the upper portion of the tank. <br /> On this date after long debate with management I am applying for a <br /> permit to remove the tank and close the service that once was a <br /> dispensing unit for unleaded gasoline. I draw your attention to the <br /> incompleteness of the application, however be the case I have not been <br /> able to aquire firm commitments from the contractors involved thus I am <br /> posting the permit fees and will work with you on the details after the <br /> holiday period . <br /> Sincere <br /> Morris Ph. <br /> Dir. of Safety and Compliance <br />
