The following listed items reflect the recent plans submitted to this
department.
1. The Western Fiberglass double wall sumps and under dispenser containment cannot be used at this
time. Submit sumps and under dispenser containment that are UL listed.
2. The plans submitted state the tank would have a one and half inch slope. Sloping the tank would
disable the annular sensor of detecting a leak at the earliest possible moment. Submit a detailed
monitoring plan, which is"installed and maintained such that the equipment is capable of
detecting a leak at the earliest possible opportunity." California Code of Regulations(CCR)
2630(d)
3. Plans submitted thus far for the above referenced location have been inadequate and this
department has been unable to determine the tank structure of this tank system- Submit detailed
and accurate plans of the construction for the underground tank system, including cross sectional
drawings.
4. State how upon installation CCR 2636(e)will be satisfied. (Soaping primary piping)
5. Under current regulations vent lines underground need to be double walled. Plans submitted show
single wall vent lines.
6. Submit cut sheets for all equipment to be installed. (Vacuum monitoring system,etc...)
7. State the method that will be used to clean out the coffin if liquid is detected and how this
containment is not an explosive hazard.
8. Under Health and Safety Code(HSC)25283,5(b)"Nothing in this section prohibits a local fire
chief or an enforcement agency, as defined in Section 16006, from enforcing the applicable
provisions of the local or state fire, building,or electrical codes." Therefore final approval of this
system is dependent on meeting all the state and Iocal code requirements including but not limited
to State Uniform Fire Code.
This list may not be all-inclusive seeing that items of concern may arise once additional information is
submitted, which may not meet requirements. Additional monitoring requirements may be added if
necessary to assure the cathodic protection system is not impaired by the additional stress loads placed on
this tank.(HSC 25299.2) If you have any questions, please call Dina Abate,REHS at 209.468.3468,
Sincerely,
1 g
yulr _- Lj ?Ztcl
Dina Abate,REHS 1197
Registered Environmental Health Specialist 4
i
Cc:Dennis Cove Rancho San
Miguel
Kent Miller,City of Stockton Fire Department
Willis Short II,W.E.
