Underground Storage Tank Removal Report
September 1996
American Street/Washington Street Parking Lot
124 South American Street, Stockton, California
1.0. INTRODUCTION
In accordance with the request of Mr. George Chen of the City of Stockton Public Works
Department,Advanced GeoEnvironmental, Inc. (AGE)has prepared the enclosed report for removal
of one (approximately 350 gallon) steel underground storage tank (UST) at 124 South American
Street(site)in Stockton, California. The location of the site is illustrated on Figure 1 -Location Map.
A plan of the site is illustrated on Figure 2 -Site Plan.
UST removal procedures were performed in accordance with San Joaquin County Public Health
Services-Environmental Health Division(PHS-EHD) guidelines and regulations for the removal of
USTs.
2.0. PROCEDURES
2.1. UNDERGROUND STORAGE TANK REMOVAL ACTIVITIES
On 12 September 1997, a 580A backhoe was utilized to excavate a 2-foot wide by 30-foot long
trench(T-1), approximately 8 feet in depth(Figure 2). The trench was excavated to locate suspected
USTs. One steel UST was encountered at the southern portion of T-1;the tank was buried at a depth
of approximately 5 feet below site grade (bsg).
Further excavation was performed in the southern portion of T-1 to expose the UST. The UST was
approximately 4-feet in diameter and 6 feet in length (approximately 350-gallons). The UST was in
poor condition with several large (>I-inch) holes. Furthermore, it appeared that the UST was
previously abandoned by filling with sand. When removed from the excavation, the bottom portion
of the UST disintegrated and the contents (sand) were released into the excavation.
Following an on-site meeting with representatives of the PHS-EHD, the Stockton Fire Prevention
Department(SFPD) and AGE, the UST was hauled off-site as a non-hazardous material to Simsmetal
America, a metals recycling facility in Stockton, California. Furthermore, the PHS-EHD indicated that
soil samples would not be required beneath the UST; therefore, no soil samples were collected.
In an attempt to located any additional USTs in the area, two additional trenches were excavated
perpendicular to T-1. Trenches T-2 and T-3 were excavated to a depth of 8 feet; each trench was
approximately 2 feet in width and 10 feet in length. Trench locations are illustrated on Figure 2. No
additional USTs were located in the trench area. After an on-site meeting, the PHS-EHD concurred
with AGE's recommendation for no additional trenching. Upon completion of trenching activities,
Advanced Ge Environmental,Inc.
