These Bills require the inventory, inspection and permitting of all underground storage tanks that contain hazardous materials, The San Joaquin Local. Health District, Division of Environmental Health was designated as the enforcement agency for the cities and unincorporated areas within Sari Joaquin County. State law provides for a fee system to cover the cost of implementing this state mandated p rog rain. Local fees (see attached Fee Schedule) , for these required inspectional services, will be billed on a yearly basis. The facilities Permit. to Operate will be issued for a five year period. In addition to the yearly inspectional fee, this statement will also include a. $56/tank State surcharge fee. The State surcharge fee per tank will be charged every five years or whenever the facilities permit is renewed or amended. All State surcharge fees will be transmitted by the Health District to the California Water Resources Control Boa"d. To apply for a facilities Permit to Operate, complete the attached Fee Worksheet and submit the appropriate fees. Fees are due and payable 30 days from date of this letter.
