The UDC 1/2 sump sensor was raised approximately 1 inch off the lowest point of the sump and <br /> not located to detect a leak at the earliest opportunity. The UDC 3/4 sump sensor was raised <br /> approximately 0.5 inches off the lowest point of the sump and not located to detect a leak at the earliest <br /> opportunity. Monitoring equipment shall be maintained to be able to detect a leak at the earliest <br /> possible opportunity. The technician relocated the sensors to the lowest point of the UDC sumps at the <br /> time of inspection. <br /> 306. A fuel leak was found at the UDC 1/2 and a small amount of fuel was removed by the technician <br /> from the UDC. According to the technician the leak was at the fuel filter. All primary containment must be <br /> product tight. Immediately discontinue use of any failed components and if necessary, have a properly <br /> licensed, trained, and certified contractor replace or repair any failed piping under permit and inspection <br /> of the EHD. If the failed component can't be replaced immediately, there is a possibility that the UST <br /> system may be red tagged to prevent fuel inputs. The diesel fuel filter was replaced at the time of <br /> inspection. <br /> 310. Approximately one (1) cup of liquid was observed in the diesel STP sump. If water could enter into <br /> the secondary containment by precipitation or infiltration, it must be removed and disposed of properly. <br /> Ensure that the all sumps are maintained free of liquid. The liquid was removed from the sump at the <br /> time of inspection. <br /> Complete and submit a copy of the Return to Compliance Certification to the EHD by June 21, 2013 <br /> along with a statement documenting the corrective actions that have been or will be taken for each <br /> violation and any supporting paperwork. <br /> NOTE: Surface staining was observed around dispenser 1/2. Absorbent was placed over the stained <br /> area at the time of inspection.
