The UDC 1/2 sump sensor was raised approximately 1 inch off the lowest point of the sump and not located to detect a leak at the earliest opportunity. The UDC 3/4 sump sensor was raised approximately 0.5 inches off the lowest point of the sump and not located to detect a leak at the earliest opportunity. Monitoring equipment shall be maintained to be able to detect a leak at the earliest possible opportunity. The technician relocated the sensors to the lowest point of the UDC sumps at the time of inspection. 306. A fuel leak was found at the UDC 1/2 and a small amount of fuel was removed by the technician from the UDC. According to the technician the leak was at the fuel filter. All primary containment must be product tight. Immediately discontinue use of any failed components and if necessary, have a properly licensed, trained, and certified contractor replace or repair any failed piping under permit and inspection of the EHD. If the failed component can't be replaced immediately, there is a possibility that the UST system may be red tagged to prevent fuel inputs. The diesel fuel filter was replaced at the time of inspection. 310. Approximately one (1) cup of liquid was observed in the diesel STP sump. If water could enter into the secondary containment by precipitation or infiltration, it must be removed and disposed of properly. Ensure that the all sumps are maintained free of liquid. The liquid was removed from the sump at the time of inspection. Complete and submit a copy of the Return to Compliance Certification to the EHD by June 21, 2013 along with a statement documenting the corrective actions that have been or will be taken for each violation and any supporting paperwork. NOTE: Surface staining was observed around dispenser 1/2. Absorbent was placed over the stained area at the time of inspection. Discussed recordable and reportable release requirements.
