Weber Avenue,Third Floor <br /> Stockton CA 95202 <br /> RE: Notice of Violation at Ryder Truck Rental#1071 (Stockton CA) <br /> Response and Summary Documentation <br /> Dear Mr. Sasson: <br /> Based on our recent phone conversation and per your request,the following information summarizes Ryder Truck Rental,Inc. <br /> (Ryder)response to your inspection performed on December 21, 2000. Please note that Tanknology provides assistance and tank- <br /> related compliance services to Ryder,and as necessary,will assist Ryder with any additional compliance issues.Tanknology <br /> addressed the following items in a letter submitted to you on January 17, 2001. <br /> Cate o 4-Certificate of Financial Res onsibili <br /> Tanknology submitted the Certificate of Financial Responsibility for this site to you on 411712000. <br /> Category 5-Continuous Monitoring System for UST System <br /> a. The remotely monitored Veeder-Root TLS 350 ATG console has now been programmed so that facility personnel will <br /> see and hear all compliance-related alarms. <br /> b. The used oil tank either lacks an annular sensor,or that its sensor(if present)is not properly configured. We do know <br /> that the 1,000-gallon used oil tank was installed in 1990 with the other underground storage tanks(UST)which are <br /> double wall fiberglass constructed. Ryder is planning to up-grade the fuel dispensers in die second quarter of 2001 and <br /> the select contractor will investigate the used oil tank to determine if a riser has been resurfaced and if a probe line exists. <br /> Corrections and up-grades to the annular sensor and as necessary will be performed at this time. <br /> Category 7-Secondary Containment for UST is Water-Tight <br /> The source of the fluids in the diesel and oil sumps may be due to line tightness testing activities performed on December 21, 2000 <br /> or possibly from surface water infiltration- Each tank sump was inspected and absorbent pads were applied to the fluids within the <br /> enclosure. Approximately 2.5 total gallons of fluids were removed. As part of routine service, Safety Kleen will recycle the <br /> absorbent pads. Weekly and or daily inspections will be performed at each tank sump to evaluate if fluids have re-accumulated. If <br /> fluid ingress continues,Ryder will provide a remedy and submit an addendum to this response and summary letter. <br /> Cate o 8-Automatic Line Leak Detector <br /> Tanknology replaced the automatic line leak detector the day of your inspection,and the new detector passed the test. Test <br /> documentation was submitted by Tanknology. <br /> In surmmary,Ryder will initiate service island upgrades in the near future. Pi <br /> be made.
