The leak is <br />a result of a tooth strike from a back -hoe. Balch stated that the backfill/pea gravel contained <br />construction debris, concrete and non -select material. A review of the environmental database reports <br />Henderson Construction performing a piping, turbine sump and fill sump replacement project with <br />complete tank top removal in 1998. During the same period Henderson closed the motor oil line to the <br />fuel island. This was a $200K construction/environmental project and the only time the tank top was <br />removed. Based on our experience with Northridge, a strike to an exterior tank wall may take a while <br />before delaminating occurs. See photos provided by Balch below: <br />Balch has replaced the steel riser on the dry interstice with an FRP riser as required. The FRP riser is <br />not threaded, more like a socket which requires gluing the joint to match existing FRP tank coating. <br />Balch will also glass over an existing ancillary bung not in use but have been responsible for 989 <br />failures on other Trusco type tanks. <br />San Joaquin County Inspector Ray vonFlue was on site yesterday (1-5-08) and approved the testing <br />results following repairs to the tank made on Friday, January 2. Balch has initiated backfilling and <br />compaction in order to return complete access to the fuel island. Balch will segregate unsuitable backfill <br />and dispose of properly. <br />During yesterday's inspection, Ray vonFlue reviewed the Veeder Root monitoring system and noted an <br />alarm in the diesel tank annular. There was no record of a response to this alarm. Balch pulled the <br />Veeder Root 420 bell sensor and tried but failed to reset the alarm. Ray vonFlue requested that we <br />replace or repair today. Balch will send a Veeder Root technician to take inspect the bell sensor. Balch <br />will provide a copy of the alarm history to me this afternoon. I have advise Balch to provide a separate <br />change order for this service call and they will invoice Ryder on a time and material basis, per submitted <br />rate sheet. Ray vonFlue will return to inspect it today. Balch will perform a pre -989 inspection today <br />that will include the testing of all components of the secondary and inspect the system as necessary in <br />order to perform a complete 989 test. Balch will confirm operability of all probes and sensors and any <br />alarms with Ryder Fuel Services. I have advised Balch to contact Everett Simmons at RFS (281-647- <br />8900) to confirm sensor locations, Veeder Root operation and to confirm proper programming. Balch <br />will submit the proper paperwork to Amy White and work with her on submittal of the test report. <br />I will advise on the progress of final inspections, tank alarm report and 989 secondary testing results.
