The secondary containment test was conducted on the used oil tank. Our office will not except <br />the secondary containment test result for the used oil tank (2000 gallon) annular performed on 10/10/08 because <br />we were not notified with at least 48 hours before the test [CA code of regulations, section 2637 (f)]. Futhermore, <br />the test for the used oil tank #4 on 12/19/07 passsed. The secondary containment failure in question is for the <br />New oil tank annular (5000 gallon). If you want to retest the failures to the secondary containment, the tank <br />owner or contractor must notify our office by fax (209) 468-3433. 1 want to witness the retests and will bill for all of <br />the time for the inspection. If failures are found you will be required to submit a permit applicaition and make the <br />necessary repairs, as stated in my previous emails to Mr. Herald. In my inspection report dated January 22, 2008 <br />which was emailed to Nancy Tellam and Amy White and cc'ed to John Luna on January 23, 2008, 1 gave four <br />months to have the secondary containment failures resolved, ten months has elapseed and we are no closer to <br />getting these secondary containment failures resolved. I would recommend that Ryder resolve these issues as <br />soon as possible to return to compliance with the violations noted in the UST inspection report that was issued to <br />Ryder. <br />I also need to witness a retest of the used oil tank sump that was repaired by Stockton Service Station under a <br />permit SR0053257. They never called to schedule an inspection of the sump as required in the permit approval <br />letter.
