The
outstanding issues that I have with this facility are the failed secondary containment tests for the new oil UST on
12/19/07 and 2/5108. Also failures for various secondary piping runs because of bad test boots (Results from
215108). 1 have received emails from you on 2120108, 4122108 and 8113108 stating that the funding was approved
from Ryder to make the necessary repairs and you would provide me a schedule of making the arrangements
with a qualified contractor to make repairs to the secondary containment. I realize that you wanted to wait on the
secondary containment repairs because there may have been failures with the ELD testing. Please note that ELD
tests the primary containment of the UST system and not the secondary containment. Therefore I would like to
have an exact time frame for when the repairs will be made and a detailed scope of work by October 28, 2008. If
Stockton Service Station is not utilized then a new permit application must be submitted by October 28, 2008.
Raymond von Flue
Senior Registered Environmental Health Specialist
San Joaquin County
Environmental Health Department
600 E. Based on the results of the
ELD, there may be additional issues that will require other work. 1 will provide you a schedule as
soon as we can get contracts in place. Let me know if there are other issues that need to be
addressed. Call me with any questions or comments.
10/21/2008
