V V <br /> RHL <br /> RE: UPGRADE PLAN FOR <br /> As per your request a review was made and this plan review revealed that it would not meet the <br /> minimum requirements for the 1998 upgradesC� bl&to include but not be limited t the <br /> following: <br /> 1. All information on the tanks are incomplete and must be provided in order to determine what <br /> will be needed in order to upgrade this tank system. Plans indicate that the tank is fiberglass <br /> and the "A" forms indicate that the tanks are steel clad. Please identify the actual tank types <br /> witch you intend to upgrade. Note that a special inspector will be required to provide a <br /> determination on either type of tank, for catholic protection and for the structural soundness <br /> of the tanks. The EHD must be onsite and observe all inspections of the tank system made <br /> by a special inspector. Specific requirements of the inspection will be outlined by the EHD <br /> depending on the type and age of the tank to be upgraded. (CCR title 23 section 2660 (1)) <br /> 2. Tanks that are single wall fiberglass or steel clad must have a site assessment prior to <br /> approval of the plan for upgrading. (CCR title 23 section 2660 (1)) Assessments are made <br /> after application to the EHD Site Mitigation Unit, attention Margaret Lagorio at 209-468-3449. <br /> 3. If the site is found to be contaminated, no further action will be permitted until a cleanup plan <br /> is approved. If tanks are approved to be left in place by the EHD after contamination is <br /> identified during the site assessment phase, a monitoring system must be installed witch <br /> meets the requirements of the Health and Safety Code section 25296 <br /> 4. Single wall pressurized lines cannot be left in place unless they were put in under a permit <br /> from the EHD. If these lines were not installed under permit and inspection, then the lines <br /> must be verified to have been properly installed by uncovering and inspection by a special <br /> inspector and observed by EHD staff. Sampling of the line area will also be require in order <br /> to determined if any unauthorized release has occurred. Sampling must be completed under <br /> EHD permit. (CCR title 23 section 2660 (1)(k)) <br /> 5. The tank and line monitoring system must be installed which i listed in G1134 and must <br /> meet the requirements of CCR Title 23 section 2666. ,, <br /> 6.
