El Dorado Street, Stockton <br /> On March 19, 2001, the San Joaquin County Public Health Services Environmental Health <br /> Division (PHS-EHD) discovered three underground storage tanks at the above-referenced <br /> location. Upon inspection, the interior of each tank was probed to a depth of approximately <br /> 11.5'. This indicates that the tanks have never been filled with inert material for closure. <br /> In your letter dated April 4, 2001, you requested a written explanation of why these three tanks <br /> have been considered illegally abandoned. Attached is a copy of the California Code of <br /> Regulations (CCR), Title 23 Section 2670 (i). This section provides the explanation. <br /> As the property owner, you are responsible for the immediate proper closure of the three <br /> underground storage tanks at this location.
