City of Tracy UST Removal <br /> Health and Safety Plan page 1 <br /> WES Project No. 4040-T <br /> October 20, 1993 <br /> SECTION 1.0 INTRODUCTION <br /> The health and safety of all project personnel involved at the 24 West 11 th Street underground <br /> storage tank excavation project is of primary importance. Therefore, this Health and Safety <br /> Plan was developed and is intended to be followed by all project personnel. It is the <br /> responsibility of the Project Manager to implement and enforce the plan and any subsequent <br /> revisions, during the course of all operations at the site. <br /> 1 . 1 OVERVIEW <br /> The City of Tracy has retained Wright Environmental Services, Inc. (WES) to perform the <br /> location and removal of one (1) underground storage tank at the site of 24 West 11 th street <br /> Tracy, CA. The work will consist of: removing underground storage tank (UST) and the <br /> associated piping. The removal of tank involves six basic steps: <br /> 1. Draining/cleaning of all liquid from the tank and all associated lines. <br /> 2. Capping or removing associated lines. <br /> 3. Excavation and removing the tank from the ground. <br /> 4. Freeing the tank of toxic vapors. <br /> S. Disposing of the tank. <br /> 6. Backfilling the excavation hole. <br /> The chemical hazards expected to be encountered at the site of 24 West 11 th street are organics <br /> and metals from fuel oil. The other hazards expected to be encountered during the project are <br /> exposure to physical hazards such as slipping, tripping, cuts, strains bruises, smashing limbs <br /> from working around heavy equipment (pinch points), excessive noise, broken bones and heat <br /> stress. The project work is scheduled to begin on October 21. 1 993and last approximately 30 <br /> days.
