MEMO 1 193
is - .a ,-•a. r-,TO : JACK RONSKO, PUBLIC WORKS DIRECTOR
FROM :. LARRY HUGHES , FIRE CHIEF. _ -'•'• = ="„rraeir
SUBJECT : ABANDONMENT OF UNDERGROUND TANK LOCATED BEHIND
THE PUBLIC SAFETY BUILDING.
DATE : 06-08-88
Fire Marshal Raddigan and I have reviewed the plans for
installation of a new underground tank and abandonment of the
existing 18 ,000 gal , underground tank, located behind the
Public Safety Building , at 210 West Elm Street . These plans
were reviewed to determine if it would be allowable to
abandon the existing tank in place in lieu of removal of the
tank .
It has been determined that the 18, 000 gal . existing tank
may be abandoned in place as per the 1982 edition of the
Uniform Fire Code and the 1987 edition of the National Fire
Codes . We have reached this conclusion based on the
following :
1 - The existing tank is not a standard installation due
to its depth of 22 feet ± to the bottom of the tank.
2 - Removal in accordance with all applicable codes
(i .e . ,CAL-OSHA) would require an unusually large
excavation .
3 - Properly abandoning the tank in place will require
that you meet the requirements outlined in NFPA
standard 30 , appendix B, section 3 , paragraphs 1-3
(see attached . ) There is a recommended formula to
be used for filling the tank. Fire marshal Raddigan
is securing the mixture and will have it for you in
the near future .
Please call if you need further clarification or
assistance .
Larry F .
