Pine Street
Lodi , CA 95240
RE: 230 W. Elm Street, Lodi , CA 95240
The proposal to demonstrate whether soil and/or groundwater contamination has occurred
from the 18,400 gal . gasoline tank (ID #230-2) located at this facility has been
received and reviewed. This subsurface assessment is required as a condition of
closure in place of this underground storage tank.
The Environmental Health Division has no objection to this proposal provided the
following changes and/or clarifications are included in the plan:
1 . All soil samples with positive readings on field vapor analyzer screening shall be
submitted for analysis. All samples not analyzed shall be retained until the
determination is made that analysis is not required.
2. Soil and water samples shall be analyzed for constituents of gasoline as well as total
hydrocarbons by the following test methods: EPA 8020 for Benzene, Toluene, and
Xylene; EPA 8015 for total hydrocarbons. Analysis for total lead and ethylene
0 bromide will be required on any sample positive by field vapor analysis.
Any alternative analytical method must be capable of identifying the gasoline constitutents
of concern at detection levels which provide information necessary to evaluate the
magnitude and extent of contamination. If use of an alternative method is desired,
documentation must be submitted to this office by the laboratory prior to testing, showing
it is equivalent to or more sensitive than the EPA method noted above.
As noted in the Kleinfelder proposal , a drilling permit must be obtained prior to starting
this work. In addition, a closure plan must be submitted and approved by this office
prior to closure of this tank in place.
If you have any questions, please contact Laurie Cotulla, 466-6781 .
Jogi Khanna, M.D. , M.P.H.
District HealthJdfficer
C.Telann Hall , Director
Environmental Health Division
ENC.
