(Wright) is pleased to provide you with
this summary report of activities associated with the recent excavation and removal
of five underground storage tanks (LIST) from the above referenced site. The Tank
sizes and last known contents were: "tank 1, 90 gallon gasoline, Tank 2, 300 gallon
gasoline, Tank 3, 280 gallon gasoline, Tanks 4 & i were 18 gallon gasoline tanks.
Tanks 4 & 5 were not recorded on the permit application form as they were found to
be part of the associated piping for Tanks 2 and 3. Drawing 1 identifies the former
location of the tanks and references a cross street.
Permits
Wright submitted underground storage tank closure permit application forms
provided by San Joaquin County, Public Health Services-Environmental Health
Division (PHS-EHD) prior to beginning excavation work. The closure permit
application review process was expedited by NIr. Bill Snavcl\ of YFIS l(1ID,. permits
were approved on October 22, 1993. A cop\ of the approved permit is enclosed in
Appendix A. The city of Tracy waived exc_teation permit requirements.
Tank Removal, Disposal and Excavation
Residual liquids were found i❑ some of the tanks. "tank 1 contained water with
a petroleum sheen. Tank 2 was empty. 'Tank 3 contained gasoline and water. Tanks 4
and 5 contained gasoline. All tanks were pump-,d free of residual liquids and rinsed
with water. The residual liquid and the rinsate were recycled by Petroleum
Recycling Corp. of Patterson, Ca., as non-RCRA, Hazardous Waste. A copy of the
October 21, 1993 Hazardous Waste Manifest is enclosed in Appendix 13.
The tanks were excavated on October 22, 1993, soil was stockpiled on site
between plastic. Obvious signs of petroleum hydrocarbons were observed in the soil
surrounding each tank. There were mild gasoline odors from the soil around the fill
pipe ends of each tank. Tank 2, was found to have several holes (<1/4 inch) in the
bottom and sides. After excavation work was complete a scaled drawing was made of
the site. Drawing 1 identifies the specific location of the tanks (as they were found)
and other pertinent site information. 'file site waS then secured with 6 ft. chain-link
fencing around the excavation perimeter.
Prior to the removal of the tanks, they were purged with Carbon Dioxide (dry
ice) at a rate of 15 pounds per 500 gallons of volume. The tanks wer: removed from
the site on October 23, 1993 and transported to Triangle of Sacramento for proper
recycling/disposal as documented by the underground storage tank disposition
tracking record enclosed in Appendix C.
1961 Hill View Way • Tracy, California 95376
Telephone(209)833-0758 • Fax(209) 832-5152
