Box 2009 <br />Stockton, California 95201 <br />Dear Mr. Valinoti <br />Our firm has been retained by the Office of the State Architect <br />(OSA) to prepare underground storage tank leak detection plans <br />for state-owned facilities in central California. These plans, <br />once approved by respective county agencies, will be used to <br />implement leak detection programs and obtain operating permits <br />for the state owned tanks. As part of this process, OSA required <br />that we contact each facility manager and visit each underground <br />storage tank location. The information we compiled was used to <br />determine the acceptable Monitoring Alternatives for the tanks at <br />each facility, as set forth in the California Underground Storage <br />Tank Regulations, California Administrative Code, Title 23 <br />Waters, Chapter 3 Water Resources Control Board, Subchapter 16 <br />Underground Tank Regulations. <br />We have recommended the Monitoring Alternatives we feel would be <br />most suitable for the tanks at each facility. We would <br />appreciate your review of the attached, and if you concur, your <br />approval of our preferred Monitoring Alternative. For final <br />permitting, OSA may choose to use any acceptable Monitoring <br />Alternative other than the preferred alternative recommended by <br />US. Therefore, your comments as to the applicability of each <br />alternative is requested. At this time we are submitting a <br />partial list of facilities within your county; recommendations <br />for any remaining facilities will be submitted to you shortly. <br />Your prompt review and response to this package would be <br />appreciated.
